This wouldn’t work. If all Republicans left town, Democrats could just ask unanimous consent to do whatever they want. 1 Republican would stay to object + 50 Dems = a quorum.
If all but 1 R were to leave, it would have 1 major consequence: Every Dem would have to stay in their seats whenever they wanted to conduct business. This would get tedious in the extreme, but it wouldn’t stop the reconciliation bill.
McConnell has actually threatened Dems with having to provide the votes for a quorum - and other scorched Earth tactics - if Dems Nuke the 60-vote rule to end filibusters.
