This wouldn’t work. If all Republicans left town, Democrats could just ask unanimous consent to do whatever they want. 1 Republican would stay to object + 50 Dems = a quorum.
If all but 1 R were to leave, it would have 1 major consequence: Every Dem would have to stay in their seats whenever they wanted to conduct business. This would get tedious in the extreme, but it wouldn’t stop the reconciliation bill.
McConnell has actually threatened Dems with having to provide the votes for a quorum - and other scorched Earth tactics - if Dems Nuke the 60-vote rule to end filibusters.
If you start using the nuclear options available to the minority - like McConnell did way back when on DC Circuit, NLRB, CFPB, etc - you risk nuclear retaliation which Rs do not want.
Senators can also be ordered arrested by Sgt at Arms and brought to the chamber. And then, if the 1 R isn’t Susan Collins, you risk blowing up her Ripken-esque voting Streak for a doomed-to-fail stunt.
I could go on, but I don’t think this is remotely likely to happen.
One other thing: You’d miss out on a sweet vote-a-rama opportunity.
Ted Cruz’s plan to block the CR until Obama defunded the ACA at least had a House GOP majority to work with.
And I think you know what John Boehner and Susan Collins thought of that plan.
I can think of one scenario where it would work, but it would involve a cloak of invisibility.
