Kazakhstan may have also surveilled Mukhtar Ablyazov, a well-known opponent of Nazarbayev who lives in France. Two of his French numbers were in the data. 5/
Even loyal government officials may have been targeted. Reporters found former and current ministers, the heads of state companies, and a regional governor on the list of leaked phone numbers. 6/
