THREAD 🧵(1/20) ⤵️
p. 2528 of BIB – includes $21.456B for the Office of Clean Energy Demonstrations, which would execute ARDP, CCUS demos, energy storage demos, among other demos.
Energy Storage:
p. 1866-1867 of BIB – includes $505M for #energystorage demo projects, including for the Long Duration Demo Initiative and Joint Program.
p. 1873 of BIB – includes $500M for industrial demos
For #CCUS innovation:
p. 1491-1535 of BIB – authorizes Storing CO2 and Lowering Emissions (SCALE ⚖️) Act in its entirety to support the buildout of infrastructure needed to transport CO2 from where it is captured to where it can be utilized or stored;
includes $310.14M for supporting commercialization of carbon oxide products; $100M for FEED activities for CO2 transport infrastructure; $2.1B for low-interest loans and grants for transport infrastructure projects;
$2.5B to expand DOE's carbon sequestration program to include large-scale commercialization of sequestration projects and associated transport infrastructure; $25M for Class VI permitting; $50M for state permitting program grants; and
p. 1870 – includes $937M for carbon capture large-scale pilot projects and $2.537B for carbon capture demonstration projects.
Other #CCUS:
p. 1535-1537 – makes common sense updates to the Outer Continental Shelf Lands Act to remove barriers to the sequestration of CO2 offshore. Offshore storage has significant potential and can offer an attractive alternative to onshore storage; and
p. 2412-2421 – includes the use of tax-exempt private activity bonds for CCUS facilities to help finance the purchase of carbon capture equipment at power plants, industrial facilities, and DAC facilities.
Permitting Reform 🏗️:
p. 247-262 – Codification of One Federal Decision
p. 2295-2315 – Federal Permitting Improvement Act - builds on the progress made by FAST-41 and aims to make project reviews more efficient – both are important for cutting through unnecessary red tape. ✂️
Nuclear Energy ⚛️:
p. 1570 – Directs the DOE to develop a report to determine how the DOE can enhance energy resilience and reduce carbon emissions with the use of microreactors and small modular reactors;
p. 1574 – Provides financial and technical assistance to entities to conduct feasibility studies for suitable locations for microreactors, SMRs, and advanced reactors; p. 1579 –Includes $6B TOTAL from FY2022-FY2026 for Civil Nuclear Credit Program; and
p. 2530 – Includes $2.477B for the broader Advanced Reactor Demonstration Program (all awardees/programs) between FY22-FY25.
Carbon Removal:
p. 1670-1676 – Includes $3.5B to establish 4 direct air capture (#DAC) hubs capable of capturing and storing or utilizing 1M tons of CO2 annually from one unit or through multiple interconnected units.
p. 2002-2003 – Includes $15M and $100M to be appropriated for FY22 to pre-commercial and commercial prizes respectively. The air capture prize competition was authorized in the Energy Act of 2020.
Geothermal Energy:
p. 1872 – includes $84M for geothermal RD&D for the period of FY2022-FY2025.
Pumped Up for Pumped Hydro:
p. 1595 – includes $10M for the Pumped Storage Hydropower Wind and Solar Integration and System Reliability Initiative
& finally, H2 is HOT. 🔥 NOTE – this is the first year of investing in hydrogen as a clean energy source & it's nearly half the bill.
p. 1546-1550 – Re-establishes DOE H2 R&D program goals & activities;
p. 1551-1554 – Establishes a program to create at least 4 regional H2 hubs;
p. 1563-1567 – Establishes a RD&D program to reduce the cost of electrolysis hydrogen production. (20/20)
Importantly, all these provisions are to be done in close partnership with private sector innovators.
