Ruto is the DP of Kenya. He CANNOT leave his house without clearance by his security. He is guarded by elite forces...same as those protecting Uhuru.
His travels are monitored by all intelligentsia agencies, local and foreign because he is a SECURITY concern for the region.

The DP knew he could not travel. But he chose to stage drama to confer himself and his wheelbarrow nation an opportunity to bash his boss.There is NO evidence to suggest the DP and President do not exchange phone calls. #Rutolitics
