The UAE and we should specifically Kung Fu Tahnoon's gang, hires contractors who use foreign nations to do their dirty work. It's not just Pegasus, but Russian tool kits and mods. They send written notices for hacks via L6 which is kinda stupid once you collect them.
There's an office in Uganda does some of the hacks sometimes going through cel service provider. There are also malware sites like Stryker that can load code. There was also a hacking team in Benghazi in June 2019 that showed off their stuff to the arriving mercs. It's pervasive.

Back in September 2001, people didn't know much about Afghanistan. It didnt' bother people that Pakistan, the UAE and the Saudi's officially recognized the angry beardies. They were mad at a Saudi rich kid and some burnt out jihadis that lived there. washingtonpost.com/wp-srv/nation/…
