IRC meeting this am. Agenda Item 4: Public Comments. Ch. Neuberg - previous comments were very focused on events from 2 weeks ago and seems to have been settled from training yesterday
addressing comment touched upon the way in which IRC seeing the six criteria (Neuberg personally) esp. re: competitiveness-- "we are about to embark on robust public hearing and serious debate and dialog ..
"all six criteria are going to be thoroughly considered and evaluated. It's.. we've received great training
from our counsel, commissioners have some degree of discretion in our interpretation of the order of these criteria. All of them will be considered thoroughly. When you are making your case and want us to understand your community, and what your needs are, to the extent that you
can incorporate as many of the criteria as possible, that only make your case a little stronger and makes it a little less ambiguous for the commissioners. So, my simple direction is as you are giving us feedback the more thorough you can be addressing all six criteria...
I think empowers your case... And the other comment is on the budget and I think we'll dive in a little more deeply as things trickle in.. and we can identify those specific areas... "
That is a direct quote from the Chairwoman this morning. She then adds: "I'd like to than the public as always. I hope the mapping team when they dive into their data gives a huge shout out to AZ
for our general responsiveness and interest in the redistricting process. We're blowing other states away in terms of submitting COI reports - at least the neighboring state to the west of us - and thank you.
Thank you to our team; thank you to mapping; thank you to the public for engaging. But hopefully we'll get into that a little more later."
This is @redistrictAZ now. Oh my goodness. I do wish they would set their own standards and start living up to their own expectations instead of comparing to the ghost of 2011 and the shadow of the western neighbor. Because so far they have not demonstrated
any level of understanding what their task is. Or respect for the task - and privilege they have been given.

Days to #FairMaps for Arizona = 98

So many issues to cover today.
1) @timmonsgroup mapping tool not winning many converts
2) @ArizonaIRC has no process for mapping - Public should be VERY concerned
3) Community Input - round 2 - not off to a promising start

Seriously we were hopeful the tool would be user friendly and we might host workshops and training encouraging individuals to use the tool and submit district suggestions. Not happening. AND @timmonsgroup clear they are NOT
3/ in business of "end-user support." Translation to the public: "You are on your own."
So the IRC is telling the public to use a tool introduced just hours ago with no tech support AND not making it explicit that current open source tools will be integrated into submissions.

Agenda Item 7: Ex. Dir. Report.
Outreach First: they have reached out to AZ Library Assoc. (!) and AZ Archives and Public Records Dept. (!) as part of the effort to engage the public. Memberships reach small and large communities w/ statewide reach.
About 235 individual libraries in the state - asking them to become knowledgable and point "clients" to the website. Obtained a link to free wifi in the state and will publish that on the website - and it is also in Spanish

(My head is exploding.)
Attended AZ League of Cities and Towns EXPO to meet local elected officials.

Also working to simplify info about mapping hub.

Lerner: Asks about integrity checks -- @ndc_doug says - why yes, you do have to have equal population - but with a 5% deviation.. Pressing on submitting requirement of state plans... @timmonsgroup isn't sympathetic @ndc_doug tries to make it user friendly

@ndc_doug up to you - could be less formal until you get closer to draft maps... then you may have to have formal votes - may get multiple options with requests --
Neuberg asks: Are changes in real time?
@ndc_doug - depends on how big the change is -- will try to give live feedback - big changes have big ripples

LERNER: Can we get it ahead of the meeting?

The first look of the Redistricting Hub
Now for the explanation - content not yet live -- sections WILL include - Maps and Apps; COI storyMap; Dashboard: SocioEconomic Report (2019); Redistricting System - training session and training slides;
Now the GRID MAPS - Congressional districts using only population and county boundaries are markers - starting at 19th Ave and McDowel and going clockwise.

ON COI Report Lerner asks if Paper -based are included in digital. A: No. Because it would have required subjective interpretation. downloadable excel spreadsheet of what is submitted.
Neuberg gives love for the "qualitative reports" and assures the public that "your words are reaching us and we are reading them." Rich data. and a wealth of information. She asks all of us to dive deep declares it a great job.
Lerner: Asks @ndc_doug about loads of duplicative info. HE says: insight and value of the idea is what matters, not the number of times an idea has been repeated. And ultimately up to the commissioners to weigh what they value.
