Instead of building infrastructure like this, instead of incentivizing scholars, we want to talk about the freaking "caste system." Right.

Manusmriti is more liberal than the Indian Constitution, and only those who have never read/ understood it keep "discarding" it. Not one shloka in Manusmriti talks of birth-based caste. It proposes rights for LGBTQ & Shudras.
