There were six organizations involved in the proposal, including a *US government agency*. The lead org's main backers are the Pentagon and USAID. The proposal was submitted to DARPA, which was directly soliciting such proposals.

Fortunately, I suppose, DARPA specifically did not fund "the release of PREEMPT interventions into the environment." It's unclear (to me, anyway) whether they ever did fund such interventions under a different program.
But environmental release was not the basis for rejecting EHA's proposal. The issues were vagueness on data methods & failure to address ethical and GOF/DURC concerns. In 1977, the National Enquirer paid Elvis's cousin $18,000 to snap a photo of the King in his coffin. The photo graced the cover of the tabloid in an issue that would go on to sell an astonishing 6.5 million copies.

In 2008, Mark Ruffalo's brother, Scott, a successful Hollywood hairdresser, was shot in the head in his Beverly Hills home. Present at the shooting was Shaha Adham, the granddaughter of Sheikh Kamal Adham—former Saudi intelligence chief & a Bush associate deeply involved in BCCI.
Scott was on life support for a week before he finally passed. A day before his death, Shaha, who'd fled the scene of the shooting, turned herself in (as did her boyfriend, Brian Scofield). Shaha told police that Scott had shot himself playing a game of Russian Roulette.
