Yes, DARPA turned down EcoHealth's psycho proposal but they doled out millions under this grant program for what sounds like exactly the same type of work, all around the world. darpa.mil/news-events/20…
Fortunately, I suppose, DARPA specifically did not fund "the release of PREEMPT interventions into the environment." It's unclear (to me, anyway) whether they ever did fund such interventions under a different program.
But environmental release was not the basis for rejecting EHA's proposal. The issues were vagueness on data methods & failure to address ethical and GOF/DURC concerns.
