I just spoke to a student who has got 94% marks in class 12, CBSE, but isn't getting admission in any of the DU colleges in Psychology Honors.
She was quite stressed as the cut off is 99-100% and she can't afford going to private colleges or abroad.

On the other end, a group of her moneyed batchmates have given an ad for maids to accompany them to foreign universities where they got admission in Psychology honors with a far lower percentages.
This is thus not merely a question of access but one of equity.

I think it's the time to scrap the entire college admissions process in our country.
We would do well by returning to Grades A,B,C,D system at Class 12 level and then use SOP/personal essay/extracurricular plus standard testing route as happens in other parts of the world.

This would be the only way to eliminate this rat-race for marks where even 100% is not enough and students feel that just because of 0.1% shortfall they failed in life.
Yes, the question whether students from poorer backgrounds can afford standard testing (GRE) is there.

But it is not necessary that we follow GRE/ToEFL model. We can have our own national online standard test which isn't expensive at all and whose scores can be just ONE of the parameters to assess the merit besides exam grades/social service/sports/personal journey etc.

I promised to this student today that I will share her problem with everyone else and facilitate the conversation towards a reformed and more equitable College admissions process in India.
Our younger generation badly needs a way out of this percentage mess.
