The European Commission will publish its proposals on easing the implementation of the Northern Ireland Protocol next Wednesday, RTÉ News understands.
Details of the package of measures, covering the movements of medicines and agrifood products from GB to NI, as well as an easing of customs requirements and an enhanced role for Stormont, are being finalised, although they have not yet been shared with member states.
3/ However, sources familiar with the measures say they will be “more far reaching” than people expect.

One source said the proposals will be “difficult” for the U.K. to dismiss.
4/The UK’s chief Brexit minister David Frost has warned that the UK will not accept “tinkering at the edges” of the Protocol.

It’s understood the proposals will come with conditions attached, such as a clear commitment that the UK will finally put in place infrastructure…
5/ …and other obligations in order for the Protocol to function.

Two well placed sources said that the labelling conditions attached to the mutually agreed extension of the chilled meats grace period had not been properly complied with.
6/ After the proposals are published a period of talks between the EU and UK will commence. The EU’s chief interlocutor Maros Šefčovič has said the talks should conclude by the end of the year or early next year.
7/ However, the UK has held out the threat to trigger Article 16 of the Protocol if it is not satisfied with the Commission’s proposals.

Diplomats say member states are giving Mr Šefčovič considerable leeway in seeking flexibilities within the limits of of EU law.
8/ The EU will regard the role of the European Court of Justice in monitoring the Protocol as a red line, it’s understood. In the context of ongoing anger in Paris on the Aukus submarine affair, and the issue of fisheries, it’s understood the flexibilities will not be presented..
9/ …as a “gift” to London but to directly help the people of NÍ and the peace process

NEW: The EU is likely to challenge on legal grounds any move by the UK to trigger Article 16 of the Northern Ireland Protocol, @rtenews understands.
2/ Furthermore, the EU could resort to raising tariffs on UK products in retaliation, which officials say is provided for under the EU-UK free trade agreement.
3/ Although the UK government has repeatedly threatened to trigger Article 16, saying the conditions have already been met, the European Commission does not believe that to be the case, and would challenge any triggering of the article on legal grounds.

NEW: Ireland has been assured by the Netherlands there is no basis to reports that Dutch prime minister Mark Rutte would intervene in the NI Protocol dispute at the bidding of British prime minister Boris Johnson, according to Europe Minister @ThomasByrneTD
2/ Speaking in Brussels Mr Byrne said: “We have been assured by our Dutch colleagues that those reports that he would intervene between Britain and the European Union are not correct at all.”
3/ He added: “My understanding is that Mark Rutte went to Britain with the message of the European Union, that we're acting together, and that Boris Johnson needed to resolve these issues with the European Union.”

The UK has again delayed the imposition of checks and controls on goods entering the UK from the EU under what London is calling a "pragmatic" new timetable..
2/ Full customs declarations and controls will come into effect on 1 January 2022, although safety and security declarations will now not be required until 1 July 2022
3/ The requirements for pre-notification of Sanitary and Phytosanitary (SPS) goods, due to come into effect on 1 October 2021, will now be introduced on 1 January 2022

The EU’s chief interlocutor on the Northern Ireland Protocol @MarosSefcovic has told member states he will bring forward a range of proposals by the end of September or early October in order to try and resolve the ongoing deadlock around the Protocol, @rtenews understands.
2/ Mr Sefcovic, who arrives in Dublin this evening, has told capitals he hopes an overall deal can be reached with the UK by the end of the year, although he cautioned that success was not guaranteed
3/ He told EU ambassadors at a meeting in Brussels that the proposals would cover the issues of customs, agrifood, medicines and ways to strengthen the role of the Northern Ireland institutions in overseeing the implementation of the Protocol.

NEW: Ireland's Minister for Finance Paschal Donohoe has hinted that Ireland could support an overhaul of the global corporate tax system within months, despite currently being one of a handful of countries which oppose the current proposals.
2/ Speaking after a eurogroup meeting with the US Treasury Secretary Janet Yellen in Brussels, Mr Donohoe, who is president of the eurogroup, said: "It is in the interests of stability and in the interests of the principles we talked about today with Secretary Yellen...
3/ ...that an agreement is reached and I’m going to play my part to see if Ireland can be part of it, and if we can support it later on in the year.
