There is no “candidate” before the campaign period acc to Sec. 13 of R.A. No. 9369 as the SC has affirmed in the Penera case. There being no candidate before the start of the campaign period, there is no “contribution” or "partisan political activity" to speak of.
The legal effect of the above law is that all election offenses and election regulations governing candidates (including prohibited donations) has no legal force and effect before the start of the campaign period.
Violations thereof cannot also be prosecuted as under Sec. 13 of R.A. No. 9369, “unlawful acts or omissions applicable to a candidate shall effect only upon that start of the aforesaid campaign period.”
Thus, donations to a non-candidate before the campaign period are governed by the rules on donations, not of elections. They become part of his or her personal wealth and will bring in to the campaign period as if it were his or her personal money, no longer as a contribution.
Meanwhile, donations gathered by a third party independent of a candidate and spent independently as ads are protected speech, hence, not subject to election regulations or reporting whether or not made BEFORE and even DURING the campaign period per the Diocese of Bacolod case.
While crowdfunding is novel and has not been done before, it does not mean that it is illegal and we should be afraid of it. There is legal basis to this and, morally, what is wrong with ordinary people taking over campaign financing? If you have questions, please let me know.

It was reported that Ronald Cardema was reappointed by the President as NYC Commissioner. It must be recalled that we filed cases against him. In a decision dated Aug 5, 2019, he was in fact found guilty by Comelec to have misrepresented or lied under oath over his qualification.
That Cardema did not even contest that finding of the Comelec that the decision became final and executory. This entails that he accepted (and so admitted) that he deliberately and maliciously lied and misrepresented his qualifications just to sit in Congress.
Add the fact that his organisation, DUTERTE Youth, ran and participated in the 2019 party-list elections, when in fact they were NOT a registered party-list organisation as they have yet to publish their petition filed in 2018 and complete the registration process.
Has there been human sacrifice in the Philippines?
Although now largely unknown and forgotten, but human sacrifice rituals have been documented among the Bagobo people in the Davao region of Mindanao.
[WARNING: the thread can be diturbing]
In 1861, Laura Estelle Watson Benedict published the book "A study of Bagobo ceremonial, magic and myth" which described this practice. She wrote that the ceremonial putting to death of a human victim is called "paghuaga" and is demanded by Bagobo custom on specific occasions.
"Paghuaga" is chiefly performed during the "ginum" which is a festival held "within 3 or 4 months after the appearance of the constellation Balatik (Orion)," which period coincides with the commencement of rice-planting.
