Daniel Woo, a Chinese spy, was operating remotely from the Zhejiang branch of China’s MSS spy agency. Zhejiang has a focus on targets in Europe. And Brussels is seen as a soft target because Belgian counter intelligence lacks the resources to tackle the threat.
China has huge numbers of MSS operatives conducting these influence operations around the world. Many of them are done remotely. While all big countries spy, China has a particular focus on this kind of espionage.

Japan became more willing to conduct joint planning after the Abe government reinterpreted the constitution in 2015 and as China's military became more assertive around Taiwan and the Senkaku Islands in the East China Sea.
Japan initially asked US to share its Taiwan war plan but the Pentagon wanted to proceed step by step, so started with enhanced planning. But ultimate goal is to create an integrated US-Japan war plan for a Taiwan conflict.
