One more clarification here, somewhat related to the Warren-Cheney dustup. And that is the difference between "preemption" and "prevention." We have NEVER had a "preventive" #nuclear strategy. If that's what Cheney is arguing for, we're in a whole new world of crazy. /1
As I said yesterday, we don't even have a "preemptive" nuclear strategy, which would be a shade faster than "launch on warning." "Preventive" strikes are a whole other animal. That's attacking your enemy because it's just a good day to do it. Like, Monday. Because why not. /2

Okay. Those of you who want an explainer about why Elizabeth Warren's answer on #nuclear weapons wasn't crazy - and is basically a restatement of current U.S. policy - here it comes. Those of you who think Liz Cheney is right, I can't help you. /1
So, Warren said she would not use U.S. nuclear weapons preemptively. This is a word that's not as obvious as it seems. But to understand this, you need to understand "first use" and "first strike" and "no first use." That requires a quick trip back to the Cold War. /2
During the "missile age," post-1960, the question was: "When is it okay to fire your missiles in retaliation for an attack on yourself?" The problem is that if you go too soon, you might be jumping the gun on just a warning, but if you go too late...well, you're too late. /3

In the Paris Agreement at the end of 2015, 195 countries agreed to hold the average temperature increase below 2°C and to make efforts to limit it to 1.5°C. It was a major diplomatic and environmental achievement. 🎆👏🏽
The IPCC was asked for a report on the effects of global warming of 1.5°C and the possible pathways that would avoid exceeding this threshold. The effort was huge: 224 authors reviewed more than 6,000 scientific articles and more than 42,000 comments from expert reviewers.

Purchases have increased to 21-23M lbs #uranium for 2019 calendar year. 12.7M lbs committed purchases so far. Will also begin purchasing for 2020 needs later this year. 70% of buying will be in Spot market...
Increase of 2M lbs in contracts was due to clients wishing to add some lbs to existing deliveries. Off-market discussions increasing with utilities on term contracting. Definite rise in #nuclear utility interest since 232 removed border trade issue...
Cameco says still lot of undisciplined producers/sellers in both Spot and Term markets keeping prices from recovering, but volumes of material dropping. Also took a shot at developers who are promising to bring on supply even tho unrealistic at current prices, not helping...

Describing the Losharik as a 'research vessel' is a bit disingenuous. It is reputed to be the most silent and hard-to-detect submarine in the navy of #Russia -- able to dive to a depth of 6,000 meters and tap or cut telecom cables on the ocean floor.
