Kagan supported Algeria's quest for independence. Having suffered from racism himself because of his Polish Jewish origins, he stood in solidarity with Algerians.
The head of police behind the massacre was Maurice Papon, a Nazi collaborator who was later convicted for his role in the deportation of Jews during the Second World War.
