It's because Rahul Gandhi is the only leader who poses a direct challenge to PM Modi; reason why he has an entire propaganda machine planted against him and not against any other politician, including Miss Bannerjee.

CM Banerjee can be described as a hot-headed politician, a big time opportunist who has a history of tying up with BJP & RSS to meet her political interests.

You can see him 'with the citizens' and 'for the citizens' throughout the year unlike CM Bannerjee and even Kejriwal in that matter.

In short, while Rahul Gandhi walks the talk, CM Banerjee just like Modi is only good at yelling hollow words with no actual roadmap and development plan to offer.
