So, I don’t have the time or energy to do a full analysis on this story right now, but I want to get it out there, before I get completely distracted and forget about it.
Windward is an Israeli company (2018 startup) that has created a set of analytic tools to help bring clarity to the world of shipping, analyzing global shipping movements to track vessels at sea.
Marine insurance companies can use them to help predict the probability of accidents, & governments can use them to check for illegal activity such as breaking sanctions; if a ship’s activities are unusual — turning off its radar or visiting an at-risk port — it will be flagged.
In April 2018, they announced that former chief executive officer of the oil and gas giant BP, Lord John Browne of Madingley, was investing in the firm and had joined the company’s board of directors.
Other board members and investors at that time included former CIA director David Petraeus and Tom Glocer, the ex-CEO of Reuters. 🤔
So just a reminder before we go on, BP and Amoco merged in 1998 to become BP-Amoco. But that name only lasted a few years, and in 2001, they changed it back to simply “BP”. So BP is the same as BP-Amoco.
I mention this now, because in the late 1990s, BP-Amoco (aka BP) had a little problem with a Russian oil company owned by Alfa Group called Tyumen.
So what does BP’s dispute with Tyumen/Alfa Group have to do with Lord John Browne’s investment in Windward shipping analytics software? We’re getting there next.

Let me remind you that Alfa Group was essentially founded by rogue KGB agents who determined that narcotics trafficking was the best way to make money. And so Alfa Group has reportedly been involved with narcotics trafficking and money laundering since the early 1990s.
The disputed Steele dossier alleges that Fridman has been a close confidant of Vladimir Putin since Putin was deputy mayor of St Petersburg, in the 1990s. And that Fridman & Aven had sent Putin “large amounts of illicit cash”.
So my first question is why would the former CEO of BP be working with organizations & individuals associated with Putin who have a long reported history of criminal activity and are alleged to have defrauded and stolen assets from BP?? 🤷♂️
But that’s not the only odd part of this story…
So there are a handful of companies who provide analytics software that is intended to decipher raw AIS (Automatic Identification System) data into actionable intelligence.
This list includes Windward, ASX Marine, Reuters Eikon, IHS Markit, Platts, and the hedge fund CargoMetrics.
You might already recognize another of the names on that list, CargoMetrics, because that is the company founded by Ghislaine Maxwell’s love interest, Scott Borgerson.
