At COP26 there has been two realities this week, one is the world of press releases by the UK Government announcing a host of initiatives which suggest all is well. The other reality is outside this PR bubble. ⏰
Emissions need to fall by 45% by 2030 if we’re going to keep global heating to 1.5C. But even after all these announcements emissions are set to increase 13.7% by 2030.
Outside they talk about securing an ‘ambitious’ outcome on emissions reductions but in the negotiations they refuse to engage in talks that would expose their lack of action
On Finance, they talk of trillions being mobilised outside but inside they haven’t even managed to mobilise $100 billion in 12 years. They don’t even want a review of the delivery of the 100 billion under the UNFCCC or discussion on long term finance.
Inside they don’t want a standing agenda item on a new collective finance goal, they want deliberations by workshop rather than a process to deliver a meaningful goal.
On loss and damage, outside the negotiations they talk about its importance. But inside they don’t want to talk about any financing for loss and damage as a separate pillar of the Paris Agreement.
On adaptation they talk about how important it is. But inside they don’t want to recognize that funding for adaptation is far lower than funding for mitigation.
Inside, they want to relegate matters related to the Global Goal on Adaptation (GGA) to the Adaptation Committee instead of a discussion under the Subsidiary Bodies of the UNFCCC.
Inside, they do not want a separate decision on the GGA and want to bundle it with the report of the adaptation committee. They want to focus largely on the private sector’s role in adaptation in decisions.
It’s time for a dose of reality in Glasgow, countries need to realise they are not on track and there’s major work to be done this week to fix that #COP26

#COP26Glasgow is in danger of drowning the UNFCCC in announcement blitz. These announcements may generate headlines but assessing their true worth is hugely difficult, especially at speed during a COP meeting. They are eye candy but the sugar rush they provide are empty calories
Boris Johnson has been criticised ‘for Government by press release’ and it now seems to extend to their management #COP26 with a blitz of announcements from the UK with pledges and alliances committing to various positive sounding initiatives
The UNFCCC is built on the principle of negotiated decisions which countries can scrutinise and be held accounted for. That is the real substance of the COP. But it’s clear that rich nations would rather make pre planned announcements and launch new schemes
