Explosive weapons w/wide-area effects used in populated areas cont. to cause immediate & long-term harm to civilians.

@hrw's latest report on violations by Houthi forces in #Yemen's Marib governorate lays bare the devastating consequences of #EWIPA

🧵👇

hrw.org/news/2021/11/2…
.@hrw details how Houthis fired artillery & ballistic missiles indiscriminately into populated areas in Marib. The attacks
▪️ Killed/injured scores of civilians
▪️ Destroyed/damaged: homes, the only major hospital in Al-Abdiya district & telecomm cables
▪️ Triggered displacement
The death and devastation caused by these attacks was no anomaly.

@hrw, members of the @explosiveweapon network, and more, have repeatedly documented similar harm both in Yemen and elsewhere when #EWIPA with wide-area effects are used in populated areas.
Explosive weapons with wide-area effects broadly fall into 3 categories and incl. weapons that:
▪️ have a large destructive radii
▪️ are inherently inaccurate
▪️ deliver multiple munitions at the same time

Some weapons fit into multiple categories.

Because of the well-documented harm caused by the use of these weapons in populated areas, @hrw, members of the International Network on Explosive Weapons, the @ICRC, the UN Sec-Gen, and other UN bodies have called on states to avoid the use of these weapons in populated areas.
States have a chance to make such a commitment as they continue to negotiate a political declaration on explosive weapons in populated areas.

@DisarmamentIRL has been organizing the negotiations, which have been delayed by the ongoing Covid-19 pandemic.

Negotiations are expected to restart in the new year.

@hrw and @HarvardLawHRP's latest joint analysis on the draft can be found here: hrw.org/sites/default/…
When negotiations do resume, states should adopt a declaration that has a commitment to avoid the use of explosive weapons w/wide-area effects in populated areas & other measures to monitor & address associated civ harm.
In the interim, the use of these weapons continues to inflict harm on civilians that creates, exacerbates, and extends pain, suffering, and deprivation in conflicts all over the world. hrw.org/news/2021/02/2…

🚨New @hrw report: Israeli airstrikes on 4 high-rises in Gaza in May 2021 were apparent violations of the laws of war & may amount to war crimes.

The attacks caused serious harm for those who lived, worked, or benefitted from businesses there.

.@hrw documented attacks on four high-rises:
Hanadi, al-Jawhara, al-Shorouk, and al-Jalaa.

We found no evidence of mil targets.

Israel claims w/o evidence that they attacked the buildings b/c they were used by militants.

Israel should publicly produce that evidence.
On May 11, Israel attacked & destroyed Hanadi tower.

The attack destroyed the bldg, businesses inside & severely damaged an apt bldg & hotel nearby. It also damaged critical electrical delivery lines for Gaza City & the immediate are, Gaza’s electricity Co. said. Image
