A 中办通报 doesn't usually contain a red star. This is explained in my Introduction report (section 4). See examples from other 中办通报. /1
There are also many regional 党办通报 with a solid red line w/o star (some examples below are b/w copies but originals would be in color). See page 31 of my report. /2
The red star is typical of other document types, for example the 中共中央办公厅文件. /3
Telegrams/cables follow yet another formatting (neither star nor red line). /4

NEW: Xinjiang government "vows to take legal actions" against scholar Adrian Zenz after latest report.

"The relevant parties will take legal action against the pseudo-scholar, said the local government" at Tuesday's press conference.

Interesting is their angle:
This is how they put it:

"The local government of...Xinjiang...said...Adrian Zenz has made "blatant lies" after Zenz expressed new "concern" over the policies and measures taken by the Chinese government in the region since 2014."
Would be interesting to know what the "relevant parties" would be?

BREAKING: the first-ever leak of "Top Secret" remarks by a Chinese head of state shows how Beijing is behind nearly every aspect of the atrocities in Xinjiang:

Internments / forced labor / birth control & reducing Uyghur population shares / big data policing / boardng schools/1 Image
317 pages of classified Chinese state documents were leaked to the Uyghur Tribunal in September.

They include what appears to be the first-ever leak of "Top secret" (绝密) statements by a Chinese head of state in the history of the PRC. /2 Image
The files show that Xi Jinping, Premier Li Keqiang and another former central government official directly and indirectly demanded policies that were then implemented, esp. after 2016:
- Internments
- Coercive labor transfers
- Centralized boarding education
- Birth control

Breaking: major investigation by several int'l media outlets finds Nestle/Del Monte/Unilever process Xinjiang tomatoes in 3rd countries & sell products at major grocery chains.

I provided research findings on coercive labor in tomato harvest/processing. cbc.ca/news/canada/ma…
Export records showed Del Monte, Unilever, Nestle and UFC NutriAsia purchased thousands of tonnes of tomato paste in the last two years from Cofco Tunhe, a company implicated by new research in the coercive labour transfer scheme.
Tomato paste was shipped from Xinjiang to factories in Southeast Asia, processed as spaghetti sauces and ketchups, then exported under the Product of Philippines, India, Pakistan origin labels.

Labels don't mention use of Xinjiang or Chinese tomatoes.

NEW evidence implicates Xi's inner circle in Xinjiang's re-education campaign:
Central gov't institutions headed by top Politburo figures had multi-year close involvement in planning & approval of re-education in "vocational centers".

Between 2015-17, Beijing's National People's Congress (NPC) was closely consulted for the March 2017 Regulation on Deradicalization that legalized & preceded the internments, & approved its 2018 revision that bluntly defined Vocational "Centers" as "re-education institutions." /2
This key Regulation standardized & legitimized the re-education detentions, mandating "centralized" "re-education" involving "behavioral correction".

It immediately preceded the internments in 03/2017 (see e.g. charts from my 2018 report for the correlation)./3

This crucial new testimony from a Han police officer stationed in Xinjiang in 2018 (now in Germany) is a textbook lesson on mass atrocity dynamics.

Police "are taught" to view Uyghurs as "enemies", and hence treat them as such: torturing them is normal./1

"As part of my police training, I was taught to see Uyghurs as 'the enemy.'" - This dovedetails with my new research that concentrated Uyghur populations are seen as a threat and "human problem" that must be dealt with. /2
Uyghurs can be arrested at will. Police are encouraged to make up "credible" pretexts for doing so. /3

BREAKING: Reuters reports on my new peer-reviewed academic paper, which provides substantial evidence of Beijing's intent to curb Uyghur births over next decades as the only way to achieve stated national security goals - curbing up to 4.5m births by 2040. news.trust.org/item/202106062…
This academic report provides answers to key open questions of:
1) Beijing's intent with the Uyghur population (why they must/will suppress births), and
2) uses that insight to quantify the "destruction in part" based on Chinese researcher's population projections./2
The "destruction in part" as per the U.N. Genocide Convention is the difference between:
a) the projected Uyghur population by 2040 with current family planning, and
b) the Uyghur population by 2040 if Beijing's ethnic population "optimization" / dilution goals are met.
