Per 2018 Telegraph story US congressional investigators had been looking into EN+ in part after

Note: there's a similarly named Charles F. McGonigal, former Special Agent in Charge of Counterintelligence Division for FBI NY Field Office who retired in 2018 and went to work for Brookfield Properties - but no indication this is the same person
Sergey Shastakov's Eastlink Communications, Inc. had an cage code from 2019-2020 - which means it registered to do business with and bid for contracts by the US government - no indication it had any contracts and code appears to have expired
