1) Biden: I had a productive call with Speaker Pelosi and Majority Leader Schumer earlier today. I briefed them on the most recent discussions that my staff and I have held with Senator Manchin about Build Back Better.
2) Biden: In these discussions, Senator Manchin has reiterated his support for Build Back Better funding at the level of the framework plan I announced in September. I believe that we will bridge our differences and advance the Build Back Better plan
3) Biden: My team and I are having ongoing discussions with Senator Manchin; that work will continue next week. It takes time to finalize these agreements, prepare the legislative changes, and finish all the parliamentary and procedural steps needed to enable a Senate vote.

1) The Hitchhiker’s Guide to the Fate of Build Back Better and Voting Rights in the Senate P

Chances for Democrats to approve the Build Back Better deal are dimming before Christmas.
2) Senate Majority Leader Chuck Schumer (D-NY) has said for weeks the Senate would approve the measure before December 25. Schumer didn’t say that Wednesday.

Schumer doesn’t have the votes - even to launch a debate on the bill. They are running out of track.
3) And, the bill isn’t complete. It’s still undergoing the behind the scenes “Byrd Bath.” This is a mysterious, offstage process where the Senate Parliamentarian decides what is in and what is out of the bill - in order to qualify for special budget rules.

A) Yellen letter to CapHill: On November 19, I informed you that I had determined that a debt issuance suspension period (DISP) would continue through December 15, 2021, with respect to the Civil Service Retirement and Disability Fund (CSRDF).
B) Yellen: The enactment of S.J. Res. 33, which will increase the debt limit by $2.5 trillion, will enable Treasury to continue to satisfy all the federal government’s obligations. The President is expected to sign S.J. Res. 33 into law on December 16, 2021.
C) Yellen: Therefore, I am writing to notify you..of my determination that, by reason of the statutory debt limit, I will be unable to fully invest the portion of the CSRDF not immediately required to pay beneficiaries and that the DISP previously determined to end...

1) Hoyer writes to USCP Chief Manger/Capitol Police board. Wants clarification about policy of mbrs having guns in Capitol/office blgs.
2) Hoyer: As the Capitol Police Board reviews current regulations and seeks ways to update those that are no longer sufficient, I write to ask that the Board provide Members with a briefing on the status of this process.
3) Hoyer: I have heard from a number of Members and staff who are greatly concerned about the lack of clarity about rules that permit Members of Congress to carry personal firearms in their offices.

1) I had the occasion to interview Brad Hammerschmidt yesterday at the World War II Memorial. The hearse carrying the casket of late Senate Majority Leader Bob Dole (R-KS) would pause at the memorial and Dole’s wife, former Sen. Elizabeth Dole (R-NC) would lay a wreath.
2) Hammerschmidt was wearing a purple Kansas State sweatshirt. He told me his grandfather Ben Hammerschmidt wen to high school with Dole in Russell, KS. Ben Hammerschmdit served in the Pacific theater in WWII at the Battle of Guadalcanal.
3) Guadalcanal is memorialized at the WWII Memorial. Brad Hammerschmidt says he got to see Dole campaign with his VP candidate Jack Kemp in KS in 1996. Fellow Kansan, President Dwight Eisenhower was one of Dole’s heroes.
