We chose a democratic form of governance because we cherished the idea of accountability and law and order. The obverse is anarchy.
The paradox is that the party with mandate to govern has adopted a culture that promotes anarchy.
1st, the ANC believes it is superior to our Constitution. They have successfully embedded a culture of Prebendalism at all levels.
Accountability is not part of their vocabulary. It restrains them.
The ANC is now a party of factions.
The factional problems of the party are now contested at a national platform. The legitimacy and authority of the state are being tested. Followers of Zuma are openly threatening chaos to defend him. The agitators of the July uprising are yet to be arrested.
The ANC has succeeded in a spectacular way to achieve the opposite of what the liberation struggle was intended to be.
At the onset of a democratic state, the biggest challenge was to make every effort to build a capable state that will ensure that equity is achieved in the provision of all social services. This was a compelling challenge.
But the ANC supported Zuma to weaken and hollow-out state institutions for selfish gain.
To rebuild will take at least two decades in the aftermath of the Covid-19 pandemic.
South Africa now under-performing on every index of development.

A feature of a failed state is when:
1) illegality occurs with impunity - the planners of the July insurrection are known but still walk free.
2) political killings are common but prosecution are rare
3) well known thieves are proud members of cabinet
4) economic sabotage occurs but arrests are fail to happen
5) almost 50% of the workforce is unemployed
6) the economy has been battered by the pandemic and the President openly states that his primary purpose is to unite the governing party!!
7) heavy train steel rails are routinely stolen and sold to well known scrap dealers who report them to China
8) people were promised a better life for all but ended with the worst life for all

Eskom and de Ruyter have dominated the media precisely because the impact of the Eskom failure to power the economy is pervasive. But the vitriol against Eskom ignores the destructive role of political interference in its operations and strategic choices.
Former President Mbeki did accept, and apologise, that govmnt ignored professional advise to invest in more power generation. The operational difficulties to keep old power units running have their genesis in the Mbeki administration.
Failure to adopt a turnkey approach to Kusile and Medupi was a profound technical blunder. They are still not ready to deliver as expected!!!

Some prominent ANC leaders like @zsaul1 support @CyrilRamaphosa that the ANC can be rehabilitated and abandon its embedded culture of patronage that has now morphed into prebendalism.
Change in such a substantial scale is historically unprecedented.

Here lies a distinguishing feature between a bold and visionary leader and a seriously tentative one. In the aftermath of the insurrection, the sacking of Dlodlo, Mahlobo and others would have attracted massive popular support and lifted his image.
He is now comforted by the logical incrementalism advocated by J P Landman. A treasonous act was committed. Credible evidence pointed to lapses or connivance of leadership of SSA and others. Anywhere else they would have been sacked or worse.🙆‍♂️🙆‍♂️
