If you think Toney can't/doesn't score goals in the Premier League, you do not know how to evaluate players.
Box play he's up there with Tammy Abraham (who's one of the best in the world). Strikes the ball with conviction/inevitability. Beats defenders for fun. It's silly.
His aerial play is up there with DCL. Defenders would be terrified of him in a good side. A bit of Drogba about him.
