The device can respond when you say it's name because it is constantly recording...
It's been a long held secret in the marketing industry that some smart TVs listen and even video record viewers as they watch to gauge reactions to shows / commercials/ programming.

So the FBI wants to arrest anyone who stepped foot on capitol grounds on 1/6 EXCEPT:
