Happy new year from Planet Brussels where this has just landed in some people's inboxes ๐ #taxonomy
A 60-page draft #taxonomy text landed in inboxes of member states minutes before 2022 struck. A "consultation" process - which does not involve MEPs - will run until mid Jan. Some highlights on what's included ๐
Commission stresses that on nuclear energy and fossil gas there are "rapid technological" developments occuring.
On โข๏ธ, draft paves the way for awarding the green label as long as MS can provide plans for safe waste management and a 100g per KW of CO2 is not exceeded
A boon for ๐ซ๐ท: New nuclear investment will be taxonomy compliant for permits granted by 2045 for electricity generation and the EU's green silver bullet: low-carbon hydrogen production
Conditions for including fossil gas are more onerous as this is the trickiest circle the Commission has to square. Fossil gas will be a "transitional" taxonomy compliant investment for new installations permits granted by December 31st 2030, if the following thresholds are met:
Member states & an expert group who have advised on the taxonomy will give feedback in ~2 weeks. Overwhelmingly likelihood that pro-gas and pro-nuclear countries will approve the text. MEPs need to a majority to reject - but odds stacked against them ๐ซ๐ท๐ฉ๐ช support the draft
Late night write up of the taxonomy draft which gives almost carte blanch greening of nuclear power for decades in the EU and fossil gas well beyond 2030 on.ft.com/3FKS2n8
Voices in German green party urging Berlin & European Parliament to reject taxonomy draft. My understanding is that Green German economics ministry has been actively involved in the draft but the position on nuclear shows little signs of much ๐ฉ๐ช influence
Taxonomy has consequences beyond financial markets. Defining what is green is huge element in debate on reforming EU budget rules. ๐ฎ๐น wants a golden rule to exclude public spending on green projects from debt ratio. This draft would allow billions spent on gas & โข๏ธ to be excluded
๐ฑ๐บ energy minister says Commission's #taxonony draft is a "provocation" and the inclusion of nuclear power an opening towards EU greenwashing. But EU's anti-nuclear states who include ๐ฉ๐ช๐ฆ๐น, do not have a majority to reject the text. Protestations in vain
German Greens have won the right to propose the country's next EU commissioner. There has been an expectation that VDL would serve two terms. It's a canny move which will mean VDL will feel obliged to keep Greens on side for next 2.5 years.
Pilling pressure on VDL already, vice chair of Greens speculates how "cool" it would be to have a Green European Commission President
One suggestion is that VDL could secure Greens support if she agrees to stand on a transnational list at next EU elections. Thus far, debate over pan-EU lists has been killed by VDL's centre right EPP party
France's finance minister has arrived at the #Eurogroup fuming at the state of EU energy market rules calling them "unfit for purpose" after energy price rises have "become unbearable for our citizens and businesses"
Le Maire will be teaming up with Spain's Nadia Calvino today to demand Brussels reform EU energy market rules to better regulate gas stocks and scrap a marginal pricing system so price of electricity production in each MS reflects costs for consumers ft.com/content/463d0eโฆ
Commission's initial response - a flexibilities paper laying out what gov's can do - is unlikely to satiate French or Spanish asks. Worsening prices over winter risks poisoning Europe's fiscal and climate policy debate ft.com/content/5805c3โฆ
Commission says EU "was not informed" about AUKUS deal from the involved parties. The announcement came hours after von der Leyen's attempt to counteract Chinese influence with a "global gateway" and today's Indo-Pacific strategy that has been blown out the water so to speak ๐ฅ๏ธ
EU chief diplomat Josep Borrell will face journalists in a few hours at a press conference on the Indo-Pacific strategy which was celebrated only yesterday as a "milestone" for EU influence in the region
AUKUS nuclear deal is the most egregious in a growing list of Biden blindsiding the EU. Other notable examples this year include Yellen tabling global corporate OECD tax deal and US backing vaccine waivers -- both without consulting Europeans
The EU's highest court has today again upheld the right of employers to sack Muslim women from their jobs for wearing the headscarf if justified by notion of "neutrality". The ECJ also seems to admit that this is a form of discrimination ๐คทโโ๏ธ
Today's ECJ ruling on the hijab is latest in a string upholding companies rights to not employ Muslim women if they think it's bad for their business. ECJ suggests that if customers or clients of a company say they don't want to see Muslim women in such jobs, that is also fine.
EU's legal order given carte blanche to private businesses to adopt racist hiring practices. Hijab is apparently an exception to otherwise robust anti-discrimination law. The decision is being openly celebrated by Islamophobic far right politicians ๐
It's Fit For 55 day in Brussels. College of commissioners is still holed up in Brussels making final adjustments to ~13 pieces of legislation that will impose sweeping costs on households and businesses for polluting. College meeting could drag on for another hour at least...
Most sensitive parts of today's package is how to limit what Brussels admits is a "regressive" system to impose carbon price on cars and heating of buildings. Germany is among the few countries firmly behind a new mini ETS for ๐๐ . France, CEE, and south need to be convinced
Commission officials were also locked in talks yesterday evening on when to de facto ban sales of new petrol/diesel cars. France is leading charge for a gradual phase out ending in 2040. Commission will stick with its date of 2035 but with lower target of 55% CO2 cuts in 2030
#euco discussion on climate ongoing for a few hours. Some highlights:
- ๐ต๐ฑ reject draft conclusions, demanding removal of reference to carbon pricing. Poles pushing for โฌ to compensate for expanded ETS
- ๐ช๐บ VdL confirms cars & buildings will be gradually introduced to ETS
- Polish PM tells #euco Poland faces additional cost of โฌ4bn under new ETS
- ๐ท๐ด๐ง๐ฌ๐ฑ๐ป also warn against steep rise in their national emissions targets if Commission tweaks effort sharing criteria
- Merkel ๐ฉ๐ช and other richer countries want east and others to suck it up on ESR
Predominantly poorer MS that want to use #euco conclusions to reflect concern that headlong rush to net zero will hurt their most vulnerable households. They are unlikely to win which means we're more likely to end up with no conclusions at all
