The Senate originally was designed to be a continuing institution even as prexy and House terms expired; but making 1/2 of senate up for election instead of 1/3 as was case prior to martial law, destroyed that. Because more past losers wanted a chance to be winners.

Well-thought-out design of of the past is that even today surveys have found that the average number of senatorial candidates people remember is 8: pointing to the human suitability of the old number up for election each time. But this was changed in 1987 to give more people a
chance to win; which then means each election the senate lacks a quorum to function much less select its leadership. Another instance of the unintended consequences of the 1987 Constition’s tinkering leading to flawed design.
