Happy #VA2022 and #VALeg! With the Virginia General Assembly starting in less than two weeks, here's a🧵of bills I think stand out.

I'll add as things get submitted so keep an eye out.

@CourthouseNews
HB7 - Transient occupancy tax; supporting documentation via Del. Lee Ware (R)
lis.virginia.gov/cgi-bin/legp60…

@Airbnb says it takes out/pays this tax for renters, not sure how this would complicate that.

lis.virginia.gov/cgi-bin/legp60…
HB19 Virginia Public Procurement Act; public higher educational institutions, disclosure by offerors. via @FowlerHyland

HB 21 Public auction of personal property to satisfy lien; advertisement requirement, website via @FowlerHyland
lis.virginia.gov/cgi-bin/legp60…

Tons of small/local papers rely on notice publication requirements for funding. This would remove that requirement that. @StyleWeekly

lis.virginia.gov/cgi-bin/legp60…
HB23 Dangerous weapons; carrying to place of religious worship via @WendellWalkerVA

lis.virginia.gov/cgi-bin/legp60…
HB39 Absentee voting in person; available beginning on the fourteenth day prior to election via @PhilScottva
lis.virginia.gov/cgi-bin/legp60…

VA currently has 45 days of early voting, among the most in the country.
HB 53 Animal care; zoos and petting zoos; seizure of animals via @RonnieCVa
lis.virginia.gov/cgi-bin/legp60…
HB51 Damage to motor vehicles; penalties via @MattFariss
lis.virginia.gov/cgi-bin/legp60…

Appears to aim to address the rash of #CatalyticConverter thefts in the wake of supply chain issues.
HB55 Voter registration; list maintenance; lists of decedents transmitted by State Registrar via @KGreenhalgh85
lis.virginia.gov/cgi-bin/legp60…

One of several bills hoping to remove voters from registration lists.
HB58 Prohibit certain local government practices that would require contractors to provide benefits via @DelGlennDavis
lis.virginia.gov/cgi-bin/legp60…
HB59 School principals; incident reports via @JohnMcGuire4VA

lis.virginia.gov/cgi-bin/legp60…
HJ3 United States Constitution; application for a convention of the states via @RonnieCVa
lis.virginia.gov/cgi-bin/legp60…
SB20 Transgender students; treatment, model policies via @HackworthTravis

Notably VA-based lawsuits helped establish protections for #transgeder students, including a $1 million+ payout when they were denied.
@ACLUVA @GavinGrimmVA
Alright, got some other stuff to do today, but I'll add more in the coming days.

BREAKING: @MarkHerringVA filed a response to the Richmond City injunction blocking @GovernorVA from removing the Lee Monument.

There's a 51 page, flowery response full of history

And there's a 6 page MoD which argues the merits

Here's a thread on the 6 pager

The 1889 JR which honors the statue as a gift to the gov has no "independent legal obligation."

The 1890 deed has no "legally enforceable interest in the land"

The deed also lacks "express terms and clear implications" and even if it did there's no remedy under that interest.
Also incredibly important: sovereign immunity!

The defendant is named as Gov, the 1890 deed names only the Gov as the agent for the commonwealth - and the complaint fails to name a statutory waiver that would overcome the state's right to... **SOVEREIGN IMMUNITY**

So Richmond’s statues of 🚨Jefferson Davis🚨- former president of the Confederacy - has been ripped out and is now sitting 20 ft away on the street

@CourthouseNews
“A little help?” - former president of the confederacy, Jeff Davis.
“You’re more th and welcome to take pictures with it” - @RichmondPolice allows folks to get close for photos. Being friendly.

Folks who showed up seem shocked. Have been mostly quiet.

For Richmond this is a huge deal.
