Probably not, but it's conceivable. My guess:
14.3 - 14.6M QHPs + ~1.1M BHPs =

Here's what the 2022 ACA Open Enrollment Period looks like so far. There's likely several hundred thousand additional enrollments from 12/15 - today which haven't been reported, plus the additional enrollees from today thru the final deadline.
