5. Creative executive orders to maximize housing capacity, which would also address homelessness benefitting all Americans.

8. Emergency assessment of technology, business processes, and workforce requirements involved in all facets of this process followed by rapidly implementing improvements to increase speed and efficiency of processing. Empathetic communications should be a key piece here.
