Tower Hamlets Code of Construction Practice consultation until Friday 25th February 2022
It contains at least two pieces of good news (I am still reading it)
A. Saturday noisy construction work is to be made by exception only - not automatic - so we are copying Kensington &

Chelsea in only allowing noisy construction work 5 days a week (unless developers apply for a specific exemption) - note this may only apply to future sites, not those already with planning permission

B. It is one of the first Council documents to formally recognise the IoD

Neighbourhood Plan policies that you voted for last May as having weight (even though have had legal weight since April 2020)

BUT you need to respond to the consultation to support these suggested changes or they may be watered down as developers will also be responding

Ten months ago the last time Cllr @going4golds and I tried to change the rules about Saturday working we got rejected but it looks like the Council changed their minds 😀

Tower Hamlets number 1 again
For receiving the most New Homes Bonus money of any local authority in the country for a 12th year in a row
Last year Council forecast they would only get £3.8 million this year from government - now getting £16.3 million

This was last years budget estimate for New Homes Bonus £3,812k versus governments actual prov. allocation of £16,263k for this coming year
Council assumed program would end this year & go to zero next year
Does mean they have a lot of extra £ & why Council tax only up 1%

Last night some Labour Cllrs made some disparaging remarks about my spreadsheets (like this one)
The reason why I do it, is that I cannot rely on the Council to do so & I suspect many Cllrs are not aware of how much money New Homes Bonus has been generated from new homes

Electric air taxis/EVTOL, the future of travel & the Isle of Dogs
It might surprise some people to know we have had a heliport operating behind the Vanguard building on Westferry road, since around the year 1980
I live next to it & 1 pic is from my balcony.

A new operator has acquired a 15-year lease from Vanguard to run the heliport
But the new operators Skyports are mainly doing so now to get more experience of how heliports run because long term they want to be a new type of transport operator

In places like Brazil, Dubai and Singapore, they are starting a new type of transport which may develop into a whole new industry

Last night I started reading this 313-page report from October 2019 (partially updated summer 2021) about condition of St Georges pool in Shadwell
@going4golds & I agree this is one of the most disturbing reports we have ever read

In retrospect, the leisure center should have been closed in Nov. 2019 as soon as Council got this report for remedial work
Not safe
Does not appear to have happened, some work done to keep pool open over the winter
We put users & staff at risk by not fixing these issues then

There were endemic issues in the building like fire hazards & corrosion
There are so many screenshots I have of issues that I struggle to work out which ones to use
or to convey how bad some of the issues were

So last year they assumed that income would be £47.8 million less than it turned out to be
It maybe that in future government will be less generous & there are concerns over business rate changes
But routinely TH believes its own spin that government will cut its funding

But every year there are complaints (by a Labour Cllr) that the Council underestimate future years income so cut too much in expectation of income cuts
But we have enormous reserves + unsold properties so have the luxury of taking a little bit of risk each year

Overseas property ownership
This website has some fascinating analysis on the property market - each section I will tweet over coming week

It shows address of owner of property in each Borough
Darker the colour the higher the overseas ownership rate is

As a % of total properties Tower Hamlets with 9% is 3rd highest in the country after Westminster 17% & Kensington & Chelsea 15%
Most overseas buyers buy to rent them out or for family occupation, rarely left empty for long as not economic to do so

A Reminder this is based on the address of the owner, not their citizenship
For example, where I live now my English father bought when working in the Libyan desert (in the oilfields) so the address then would have said Libya as where the owner resided

Late-night parking count in Canary Wharf ward
67 more vehicles than parking spaces available
I did a walk around Canary Wharf ward mainly looking at the parking from 6.45pm to 8.15pm tonight
Saw a traffic jam caused by roadworks + a blue badge vehicle parked outside Wardian

I have been meaning to do this walkaround for some time as I know we have a big problem
A negative number i.e. -5 means that there were no spare parking spaces and 5 cars were parked on double yellow lines, or where they should not be parked i.e. on pavements
Some are blue
2/
badge vehicles and some will have been food delivery vehicles, some will be visitors, some private hire vehicles waiting for trade and some will be people living in car-free accommodation who cannot park normally
A positive number + 5 means five spare/empty spaces
