STOP PUSSY FOOTING AROUND WITH PUTIN: I know you likely didn’t read the Act and that’s okay. Marty and I read it for you.

So here’s the good news: Marty says The Putin Accountability Act is a good first step—it names names: Putin, close family and associates, and oligarchs.

HIT ‘EM WHERE IT HURTS: The bad news, says Marty, it does not hit the Russian elite where it hurts, and that is “offshore”.

He says it’s time to dust off and wheel out the big gun: Section 311 of The USA Patriot Act.

SECTION 311: Marty, whose spent his career interrupting mob money laundering, says Section 311 provides the Director of FinCEN the authority to put the kibosh on individual international financial institutions identified as operating as a "primary money laundering concern."

ALL ROADS LEAD TO CYPRESS: A leaked Deloitte audit several years ago noted that 75% of all bank accounts held in Cyprus were shell accounts.

THE MIRROR TRADES EPISODE: Josef Ackerman, past CEO of Deutsche Bank during the "mirror trades" episode and then brought in to honcho Bank of Cyprus (BOC), stated publicly that "money laundering was the business plan" for banks in Cyprus and that was a real problem.

MARTY SAY: Let FinCEN collate all the SARs in their vaults relative to Cyprus and activate Section 311 of the Patriot Act and hit the Russian elite where it hurts—their Cyprus bank accounts because Cyprus is a jurisdiction of primary money laundering concern.
