America takes German engineers. Russian takes the mathematicians. The British take the genetics.

8 years after the fall of the Reich, DNA is discovered.

Shortly after, all genomics research that isn't inspired by comic books is deemed evil and racist for the next 30 years.
Major breakthroughs in computation and polymerase happen and the human genome project becomes doable. By the 1990s, we have fully mapped the human genome and cloned a sheep or two along the way.

But everything genomic is still permanently deemed racist.
The stem cell becomes possible, creating huge incentives for abortion fetal harvesting and human trafficking. Entire political empires are established from the billions in profit from stem cell procurement.

Genomics continues its bloody march into the forbidden spaces.
However, human experimentation still remains illegal, despite millions of fetal stem cells being harvested from the death of 20% of my generation.

The forbidden science is antsy. It wants to push the envelope, but everything it does racist. What does it do?
Imagine a financier moving into colleges and raining down no-strings-attached money on all things genomics. The forbidden science finally has a patron AND that money comes from a nation that actively determines what science is and isn't racist due to its moral supremacy.
Imagine that money being deployed to setup information tech infrastructure that was intentionally insecure.

Imagine staff being told to leave controversial research on these servers so that a foreign player who has no prohibitions on human experimentation can "hack" the servers.
"Oh noes" says the academic. "I've been hacked. No. Don't. Stop."

The academic has plausible deniability and is not actively helping the foreign power. The foreign power can conduct any taboo research it wants, free from judging eyes.

Genomics pushes forward.

The West cannot create a mature relationship between genomics and democracy. We will continuen to flail on this point while China rules the Gene Age.
