The Senate Medical Affairs Subcommittee hearing for S.988 and S.907 is starting momentarily. We will be livestreaming from the room and tweeting here to keep you up to date. As a reminder, S.907 is a medication abortion misinformation bill, and S.988 is a Personhood Abortion ban.

They will discuss and take testimony on bill S.907 first.

S.907 would force doctors to lie to their patients and tell abortion patients who receive a medication abortion that they can reverse the medication they’ve taken. This is not true. Learn more: scwren.org/issues/issue/m…
Rep. McCravy just said that medication abortion is a new procedure. This is untrue. Medication abortion is an incredibly safe method of ending a pregnancy and has been FDA approved for two decades.
Dr. Carol Allen - an OBGYN objects to S.907 "I will not lie to patients."
Referring to the bill: "It destroys the trust between me and my patients because S.907 forces me to lie."
On S.907: "It's saying that the SC Legislature knows more about OBGYN care than I do." - Dr. Allen

Sen. Kimpson asks if Dr. Allen has ever encountered a situation in which she was told to lie to patients before, she says she has not.
"No one on the outside tells me to lie to patients, and if that's to be true [with this bill] I strongly object." - Dr.Allen
"Saying that there is a reversal is a lie" Dr. Bingham references a study on "reversal" which showed it is dangerous and increased the chance of hemorrhaging, which is already the leading cause of maternal mortality.
"As leading healthcare providers for South Carolina's women, we urge you to vote no." - Dr. Dawn Bingham, president of ACOG SC
In the study that Dr. Bingham referenced, 1/4 of participants had to be rushed to the hospital by ambulance due to excessive hemorraging and risk to their lives.
Josh Melkin of @ACLU_SC is here to testify on the unconstitutionality of S.907.
SCOTUS has ruled that doctors can be compelled to provide information that is "objectively truthful and non-misleading" the disclosure statement in S.907 is neither, therefore it is unconstituonal.
@ACLU_SC Dr. Leah Russell, an OBGYN, now testifies on the safety of medication abortion. Which has been FDA approved and used safely for 20 years.

@ACLU_SC Senator Bright Matthews makes it clear, none of the 46 SC Senators are doctors or have a medical background, and yet they are creating laws that are trying to tell doctors what to do.
@ACLU_SC Dr. Caroline Welchman is testifying against S.907.
Mifepristone is an anti-progesterone medication that works by binding to progesterone receptors. This is irreversible. Anecdotal evidence is not enough to make the science untrue.
@ACLU_SC Much has been talked about "off-label" medicine use. Dr. Welchman says that this does happen, and off-label use sometimes has a place in medicine, but in the case of S.907, when they tried to study the off use of label progesterone it was too dangerous to continue.
Dr. Welchman continues: A single story can be very powerful, but that is not how science works. The strongest studies are randomized and peer-reviewed. One person can have an outcome, but that doesn't mean that is indicative of how a larger cohort of patients would respond.
Dr. Katie Wyant has decided to address some of the claims she has heard today instead of giving her prepared testimony.
The anecdotal evidence that is being presented by anti-choice advocates is not enough to justify the off-label use of medicine that S.907 pushes for.
Testimony on S.907 has concluded.
Subcommittee members took a vote and S.907 has been reported favorably out of Subcommittee, this means it will now go to the full Senate Medical Affairs Committee.
We are now moving on to focus on S.988, the Personhood abortion trigger ban.
S.988 refers to a fertilized egg as a person, meaning that a fertilized egg has all the same rights and protections as a living, breathing human. Learn more: scwren.org/issues/issue/a…
Senator Cash is the primary sponsor of S.988.
He is speaking about the SCOTUS case involving Mississippi's 15-week abortion ban which could overturn or significantly modify #RoevWade.
12 states already have abortion trigger bans in place, this bill's aim is to make SC the 13th.
The only reason Senator Cash isn't sponsoring S.907 is because his aim is for abortion to be completely illegal, meaning medication abortion would be illegal and S.907 would be null.
Senator Bright Matthews is pushing Senator Cash.
"You call this the "equal protection for unborn babies" act, so what is your position on the ERA and equal protection for women?" He refused to answer.
Dr. Bingham (OBGYN and vice-chair of SC ACOG) is back!
"This legislation is actively denying a woman's future and forcing one that is scripted by the state."
49% of pregnancies in the state are unplanned, and 1/4 of people who can get pregnant will have an abortion.
"Carrying a pregnancy is actually much more risky than an abortion" Dr. Bingham references SC's high maternal mortality rates. #StopTheBanSC
The SC AMA passed a resolution this past summer that denounced any legislation that would criminalize doctors who are acting within their scope of practice and practicing evidenced-based medicine.
Abortion bans do just that.
Susan Dunn is speaking about her experience with ectopic pregnancy. She survived, but she wouldn't have if a law like this prevented her from getting treatment.
She also speaks of her miscarriage experience, which would have been made even worse if she were questioned about it.

An attorney is speaking on the fact that the bill has no exceptions for Rape or Incest.
She speaks of a case in which an 11-year-old was raped and impregnated by her uncle and did not understand what he was doing to her or what pregnancy was because she was too young.
The girl, "Anna," was so young, she just wanted a dollhouse for Christmas, and yet under this bill, she would have had to carry that pregnancy to term, even though medically she was too small to do so safely.
Senator Kimpson asks, "This bill only applies to women, what do you propose to hold men accountable? ... Women bear the brunt of the punitive measures of this bill, will men bear some of the punishment as well?"
Dr. Michael Slowey, a fertility specialist testifies in opposition to S.988 because it will cause harm to ALL South Carolinians. His testimony will focus on its impact on fertility treatment.
He makes it clear, the bill's categorization of a fertilized egg as a human is wrong.
This bill would prevent the ability to perform IVF, crippling the dreams of thousands of people hoping to become parents. It would also prevent cancer patients from preserving eggs for later on.
Dr. Slowey explains, 70% of fertilized eggs expire before implantation in the uterus. According to this bill, that is 70% of "human beings."
Senator Bright Matthews asks further, what about any fertilized eggs used in IVF that accidentally expire? Would that accident be punishable by criminal law?
An anti-abortion extremist: "We need to talk about the impact of abortion on men. Abortion is destructing the role of men to protect life and lead families."

An Irishman new to SC testifies that the death of an Irish woman, who was denied an abortion and died due to sepsis, is what prompted Ireland to change their legal code and make abortion legal.

No South Carolinians should have to die for abortion to be legal.
The woman died because she "wasn't close enough to death" to be allowed an abortion in Ireland.
If this bill passes, closeness to death will be the legal standard for being allowed an abortion in SC as well. This is not okay.

Dr. Wyant testified again that there are many many factors that impact a person's decision to have an abortion, beyond just the health of the pregnant person, and legislators should not impede those decisions.
Testifying for S.988 has been finished. Senator Corbin is trying to add an amendment regarding rape or incest. Remember, you can't make a bill that takes away people's rights better, there is no way to improve denying basic freedoms. #StopTheBanSC
The subcommittee has voted to move the bill forward to full committee and hold any amendments to address the issues raised during testimony until then.
The hearing has ended, both bills were moved out of the subcommittee and moved forward to the full Senate Medical Affairs Committee.
