TAVs are normally requested much earlier, eg immediately after an incident. This being said, TAVs respond to needs of the requesting State Party, and there is no time limit to request one if requested expertise is available.
Russia had officially requested a TAV from the #OPCW in October 2020 but refused the standard procedures for one, so no TAV took place. All related correspondence is here: opcw.org/media-centre/f…
After a year + of inaction on the Russian side re: investigation, over 40 States Parties requested answers about the incident under Article 9, signalling an intention to pursue this issue through formal channels provided for under the CWC.
