For the welfare of scheduled Castes the Budget estimate is of Rs. 142342.36 Crores for the financial year 2022-23. There is an increase of Rs. 2385.94 Crores this year.
The highest diversion of Rs. 25437.67 Crores, allocated under the Department of Rural Development. Rs.1282.59 Cr diverted under the Old Age Pension Scheme, Rs.366.69 diverted towards the National Widow Pension scheme. Rs.15380.88 Cr goes to MGNREGA.
There is no 'samman' for the landless Dalit farmers in this country however, an amount of Rs. 11166.37 Cr has allocated under the PM-Kisan Yojna from the Scheduled Castes Budget. #Budget2022 #DalitBudget
An amount of Rs. 1708.97 Crores has been diverted from the #DalitBudget for the "payment for the Import of Urea" for the Department of Fertiliizers. Total Urea subsidy amounts to Rs.5576.50 which has been pulled from the Dalit Budget. #Budget2022
Dalits are forced to live in starving conditions and die of hunger, no heed paid however, gvt diverts Rs. 12111.35 Crores from #DalitBudget for "Food Subsidy to Food Corporation of India under the National Food Security Act".
BLUNDER:An amount of Rs.17666.34 Crores has been DIVERTED from #DalitBudget towards the "Consumer Awareness (Advertising & Publicity). Clear bypassing of the guidelines by the Ministry of Finance. *The funds under the Statement 10A have to directly benefit Dalits.
North East India has some proportion of Scheduled Castes however, the budget allocation under the Ministry of North Eastern Region has no specific head which reflects direct benefit to Dalits. An amount of Rs.230.54 Crores goes to the ministry irrespective.
The budget under Education reflects an increase from Rs. 8728.49 Crores in 2021-22 to Rs.10993.95 Crores in 2022-23. Rs. 160 Crores diverted towards Kendra Vidyalaya Sangathan, Navodaya Vidyalaya Samiti gets Rs. 612 Crores & Rs.7534.96 Crores goes straight into Samagra Shiksha.
Higher Education get an allocation of Rs. 3889 Crores from #DalitBudget. Institutions like NIT, IIT, IIM will be drawing an amount of Rs. 865 Crores & Rs. 815 Crores goes to UGC. Rs. 310 Crores goes to World Class Institutions where the gvt will restrict the entry of Dalits.
Rashtriya Uchhatar Shiksha Abhiyan gets an allocation of Rs. 415 Crores which is double the allocation done in the last financial year. Rs.200 Crores goes for "Interest Subsidy and Contribution for Guarantee Funds". *No direct benefit to #Dalits.
Diversion of Rs.179 Crores from #DalitBudget towards the "Promotion of Electronics & IT HW Manufacturing, Rs. 54 crores towards "Electronic Governance", Rs.80 Crores towards "National Knowledge Network" & Rs.389.12 Crores diverted towards "Large Scale Electronics & IT Hardware".
What has Project Tiger (Rs. 33 Crores) & Project Elephant (Rs. 5 Crores) got to do with "Welfare of Scheduled Castes"? Plus Rs.30 Crores goes to "Control of Pollution"? This is total BS!
Dalits do not have access to healthcare in this country however, an amount of Rs. 10424.35 Crores goes to the Department of Health & Family Welfare from #DalitBudget
An amount of Rs.1639.76 Crores goes into the "Infrastructure Maintenance" towards the Department of Health & Family Welfare. Zero relevance. Gvt. should announce number of reserved beds as well as free treatment to Dalits to justify this allocation.
These uppercaste people wont let Dalits have access to drinking water, yet Rs.13200 Crores gets diverted towards Jal Jeevan Mission & Swacch Bharat Mission pulls an amount of Rs.1355 cores. Both diversion amounts to Rs. 14555 Crores.
No Rozgar to Dalits but gvt pulls Rs. 2682.42 Crores from #DalitBudget for various heads for the Ministry of Labour & Employment.
Majority of Dalits in this country are landless however the government doesnt feel an inch of shame for using an amount of Rs.39.72 Crores from #DalitBudget for "Land Records Modernization Programme".
No Special Courts, No Speedy Justice, No Compensation to the survivors of Caste Atrocity despite a continuous allocation of Rs.600 Crores from past two years under the "Strengthening of Machinery for Enforcement of PCR, 1995 & PoA Act, 1989. Where is the money going? #DalitBudget
National Safaikaramchari Finance & Development Corporation gets just Rs.25 Crores & just Rs.70 Crores for the Self-Employment Scheme for Rehabilitation of Manual Scavengers. India has approximately 770000 Sewer cleaners+36176 Railway Cleaners.
The scheme for the education of children of people involved in Manual Scavenging has been removed and doe not find a space in present budget.
OBC's will also get benefit from #DalitBudget, huh! Rs.70 crore has been allocated for "Venture Capital Fund for SC's & OBC's". Rs. 500 Crores have been allocated under the "Pre-matric Scholarship for SC's & others". Who are these "others"?
I do not know and have never even heard of what "Pradhan Mantri Anusuchit aati Abhyuday Yojna" is but nevermind, an amount of Rs. 1950 Crore has been allocated under this scheme. I urge people to find out and see how this can be accessed by the community members.
All the upper caste women who keep indulging in caste hatred remember, an amount of Rs. 364.46 Crores of #DalitBudget will be used for "Mission Shakti:Mission for Protection & Empowerment for Women, National Hub for WOmen Empowerment, Gender Budgeting, Research, Skilling, Media"
Dalits who are in sports will be called names and abused. They will not be provided necessary resources but the Ministry of Youth Affairs and Sports would not feel ashamed of pulling Rs. 304.55 Crores from #DalitBudget.
Looking at this massive diversion of funds from the #DalitBudget every year,there is an urgent need to introduce a National Legislation for the Special Component Plan for Scheduled Castes whereby such diversions can be stopped and the funds in reality reach, benefit the community

Suspend and Disband the Committee for Reforms in Criminal Laws with immediate effect and ensure that any subsequent reform process complies with national and international best practices so as to further our constitutional goals of justice, equality and liberty. @citizensspeakup

@weareAUD student's union, students group like AISA, SFI sat quite conveniently when the only representative from the Scheduled Castes was blocked from entering the mediation with the VC.
Sympathisers of Dalits in @weareAUD like Prof. Dheeraj Kumar, Bidhan Das, Santosh Kumar didn't facilitate the entry of the only representative of Scheduled Caste students.
Two dalit students had to shout on the top of their voice to tell these sympathisers that blocking the entry of the SC representative amounts to caste discrimination & suddenly the gate whose key they lost was found. While this was happening left student groups at AUD kept quite.

@AUD_Delhi has appointed a new Registrar who along with the VC has discontinued the existing policy of 100% fee exemption for the students belonging to the Scheduled Castes and the Scheduled Tribes. This decision is directly in contradiction to the principle of social justice.
This decision should be rolled back and the policy of 100% fee exemption for Sc & ST students be continued as it has been since 2016. @msisodia & @ArvindKejriwal should intervene as the faculty & student's demand has not been heard.
Since 2016, SC-ST students were given 100% exemption from fees however, without any prior announcement to the students the university has passed a decision in the academic council this year. @msisodia @ArvindKejriwal @DrRamShankarMP @MSJEGOI

There is a difference between untouchability & Atrocity. Widely accepted social practice of untouchability was criminalized in 1955 post the introduction of Article 17 of the Indian constitution. Something that was natural for centuries was then criminalized. @dalitwomenfight
Article 17 of Indian constitution pronounces the practices of untouchability as punishable offence,in 1955, Indian Parliament enacted the Untouchability Offences Act, which was amended in 1976 and being renamed to become the Protection of Civil Rights (PCR) Act.
This was followed by further amendments in 1989 & The Scheduled Castes-Scheduled Tribes (Prevention of Atrocities) Act was introduced which underwent amendment in 2015 and the amendments came into force on 26th January 2016.
