Plenty of senators have complained about slow voting before. But the Senate isn’t really designed for efficiency. It runs, most of the time, on unanimous consent. They still don’t have electronic voting. No proxy voting on the floor even w/COVID.
Senators leave the floor all the time during votes. They always have people to talk to, meetings to have, calls to make. Could they vote faster? Sure. I covered Annapolis State House where the late Mike Miller could sound like an auctioneer on Sine Die they passed bills so fast.
Schumer, btw, was holding two bags of Popcorners - the red ones. Very Schumer-seque to have a NY-based munchie. He went to bat for NY’s Chobani in Sochi if you remember.
