So not just random power purchase agreements. Efforts will drive deep decarbonization
EO also reqs converting non tactical fleet acquisitions to zero emissions over time. Likely EVs, esp in short term
Also must decarbonize building stock to net zero by 2030.
DOD assets are essentaly towns. Hospitals, schools, daycare, etc. They are a commercial, industrial and residential consumer.
Needs are great. Partnership key with utilities and other partners. Seeking innovative solutions from all directions and sources
Issued an RFP to industry in competitive markets seeking solutions sets from service providers.
Exec order is key on topic of resilience. Extreme weather scenarios of course, but also attack scenarios. Provision of utility services is an area open for attack.
Where can DOD, utilities and commissions work together? DOD can host distributed generation, battery storage or other infrastructure in emergency contingency microgrid. Happens in Hawaii in strike zone on Oahu (Scofield I think he said). Free siting of asset.
Willing to engage in providing Community power as part of resilient microgrid too.
Want to engage in planning process with commissioners.

Want to hear from commissions where they want things to go.
Working with EEI on joint resilience planning, info sharing. Lots of security issues on both sides with info sharing but essential to solve to ensure useful collaboration.
Need to bring in external stakeholders to ensure well designed resilient installations and appropriate support to community.

Discussion of Specific Categories and Types of Transmission Benefits that Transmission Providers Should Consider for the Purposes of Transmission Planning and Cost Allocation
@RichGlickFERC: we need to take a look at how cost allocation is treated in states and regions. Are benefits being fully considered.
@FERC has significant authority but states have enormous role to play, esp as it collides with siting.
Chair Jason Stanek: state membership continues to discuss cost allocation processes.

AR: Cold Weather outages report recs gas-elec coordination forum. FERC has April tech conf. When do you see it coming up?
.@RichGlickFERC read the report, addresses Uri in TX and surrounding states. Strong link between grid and natl gas reliability. Extreme cold froze NG production and power outages further reduced availability. Need to address interrelationships.
Turning transmission up to 11 panel @NARUC
Pat Hoffman @ENERGY starts off: 1. DOE will be doing studies and planning with natl labs to see where Transmission is needed
2. also seeking quick wins on how to use existing infrastructure, look at "dig once" infrastructure approaches, grid enhancing tech
3. Looking at how to use all their financing solutions to get projects across the finish line
Recognizes that permitting is a challenge, too, but addressing the three above issues may help there, too.
