Last year when that strategy came out, several geopolitical experts called that strategy a paranoid charter for the way document recognised how unfriendly countries are weakening Russia militarily,technologically, economically & spiritually and called for measures against that 
Earlier strategy document - Russian national security strategy document of 2015 (that came right after Ukraine went other way after throwing out of Yanukovych & his subsequent exile to Russia) - was more conciliatory & spoke of the need for constructive relation with US & allies
The document repeatedly talked about Russian spiritual and moral values and didn’t even mention EU at all unlike previous strategy. Most of the focus was on former soviet republics and instead they talked of Eurasian economic region. Donbass region’s economic importance is known
Unlike previous strategy document, this document actually signalled the beginning of the new trend - attempting to work on controlling the westernisation of Russia. Increasingly, world is talking about that this trend is going to pick pace, going forward
For decades US treated countries of Latin America as its backyard and placed favourable govts at will after overthrowing popular govts; now as US is on a decline, this trend will see regional powers repeat this in their backyard. #UkraineRussiaCrisis is extension of that trend!
And Indian statement in UNSC is measured and the need of the hour. Very good development and India has taken a moral position just as west has been doing for decades on matters close to Indian interests. 😁😁
