Boris Johnson addressing the House of Commons

"Putin will stand condemned in the eyes of the world and of history; he will never be able to cleanse the blood of Ukraine from his hand...now we see him for what he is: a blood-stained aggressor who believes in imperial conquest."
Johnson announces

-imposing full asset freeze on VTB bank.
-"total expulsion of Russian banks from UK financial system, accessing sterling and clearing payments through the UK"
-ban Russian state/private companies dealing in the UK.
-sanctions on Belarus too
Johnson also announces
-limitation amount of money Russian nationals can deposit in UK bank accounts
-banning Aeroflot from the UK
-export controls to Russia, including on tech
-new measures on unexplained wealth orders
-set up "kleptocracy" unit in National Crime Agency
On Swift Johnson says "Nothing is off the table" but says unity is vital among G7 and partners, implying it isn't right there on Swift
Johnson: "The House will understand a heavy truth: We now live in a continent where an expansionist power deploying one of the world's most formidable military machines is trying to conquer in blood and redraw the map of Europe by force of arms."
Keir Starmer responds: "In this dark hour, our thoughts, our solidarity and resolve are with the Ukrainian people. Invading troops march in their streets...they've been cast into a war which is no fault of their own, because Putin fears their freedom."
Starmer: "Russia's democratic neighbours...are watching their worst nightmare unfold. All of us who believe in democracy over dictatorship...in freedom over the jackboot of tyranny, must unite and take a stand."
Starmer: "Putin will eventually learn the same lesson that Europe’s tyrants learnt in the last century: that the resolve of the world is harder than he imagines, that people’s desire for freedom burns brighter than he can ever extinguish, that the light of liberty will prevail."
Starmer: "For too long our country has been a safe-haven for the money that Putin and his fellow bandits stole from the Russian people...Cracking open the shell-companies in which the stolen money is hidden will require legislation."
"Bring it forward immediately Prime Minister and Labour will support it."
Starmer: "He [Putin] believes that we are too corrupted to do the right thing, so we must prove him wrong."

Nato Sec General @jensstoltenberg and EU Commission Pres @vonderleyen holding a joint press conference in Brussels

Stoltenberg says that NATO's Article V collective security guarantee is "iron-clad."
Notable that Stoltenberg is holding a press conference with VDL and Charles Michel. There are EU states (like Finland and Sweden) in the EU but not NATO.

VDL: "The three of us standing together is yet more proof of how closely the EU and NATO are responding to the Kremlin."
Von der Leyen: "Putin ordered atrocious acts of oppression against a sovereign and independent country and innocent people. We will hold Russia accountable for this outrageous violation of Ukraine's sovereignty."

Boris Johnson: "Our worst fears have come true and all our warnings have proved tragically accurate. President Putin of Russia has unleashed war in our European continent, attacked a friendly on a neighbouring country, without any provocation and any credible excuse."
Johnson invokes Chamberlain: "This is not, in that famous phrase, a far away country of which we know little. We have Ukrainian friends in this country, neighbours, co-workers...we cannot and will not just look away."
Johnson: "Today in concert with our allies, we will agree a massive package of economic sanctions which will, in time, hobble the Russian economy."

Take a step back. Europe is holding its breath while we wait to see whether one of its great powers launches a full invasion of a smaller sovereign neighbour, itself a follow up to an earlier invasion and annexation. This an old, old tale which Europe thought it had left behind.
Yet it threatens to combine the worst of the old and new. 19th century politics with 21st century weaponry. Consequences for Ukraine in the near term and the rest of Europe in the longer term are disturbing in the extreme.
And now Europe wakes up to find that it happened- a full scale invasion of a state by a Great Power. The biggest military incursion in Europe since the Cold War, arguably since the Second World War. Consequences, in every direction, are profound.

President Biden: "Who in the Lord's name does Putin think gives him the right to declare new so-called territories that belong to his neighbours? This is a flagrant breach of international law."
Biden: "We're implementing sanctions on their sovereign debt. We've cut off Russia's government from Western financing. They can no longer raise money from the West and cannot trade its new debt on our markets."
Biden: "We still believe that Russia is poised to go much further in launching a massive military attack against Ukraine."
