Situation overall is evidently a temperate version of "Russia not doing as well as expected."

Sensible posture wd be: (1) "Vax" & non-vax treatment measures widely available. 1/7
(2) Vax reqmt at discretion of health care orgs. Not blanket orders & job threats from govs/mayors. (3) Mil policies may incl vax & treatment; *must* offer treatment. No withholding treatment options. (4) NO general fed mandates. (5) NO mandates at any level for minors.
