#Thread on Financial Autonomy for State Legislatures and Judiciary
1/State Legislatures and Judiciary were granted financial autonomy in the 4th Alteration to the 1999 Constitution, which was passed by @nassnigeria in 2017 and signed by @MBuhari in June 2018.
2/To facilitate compliance by State Governments, the President set up a Presidential Implementation Committee on the Autonomy of State Legislature & Judiciary in March 2019 to ensure funds appropriated to these two tiers of government at the State level are paid to them directly
3/The committee recommended, among others, that States should: adopt the first line charge budgeting model operating at the Federal level when their budget is laid; set-up a State Allocation Committee; adopt a state funds management or budget process law to improve budgeting
