In 4 yrs #CALeg & @CAGovernor have pushed forward unparalleled housing investments & policies – many implemented in the midst of a pandemic – & more intentionally focused on racial equity.
The #CAHousingPlan shows these efforts underway moving us from IDEA ▶️ PLAN ▶️ ACTION. 2/
The #CAHousingPlan seeks to help everyone from residents to legislators get a full picture of our housing challenges & solutions. It leverages digital tools to produce a dynamic “living” plan w/ interactive features to track progress & outcomes, & keep Californians informed. 3/
The Plan ensures "affordable homes are not only planned but actually built, address inequities by focusing on the needs of our most underserved communities, & use good data to track our progress toward achieving our goals.” –@LCastroRamirez.
The #CAHousingPlan Data Dashboard provides users w/ details on housing conditions & costs, households & their housing needs, & housing production at the state, county, & regional level – making the latest data available in an intuitive interface.
Included in #CAHousingPlan is a 10-yr Data Strategy w/ data priorities to help target anti-displacement & homelessness prevention resources, preserve existing affordable homes, remove barriers & support land use policies that promote housing for all.
To create the #CAHousingPlan HCD engaged the public via listening sessions & surveys. Staff also consulted state, nat'l experts in housing policy, development - academics, practitioners, other state agencies. Grateful for this collaboration to meet our shared housing goals. 7/
Never before have we collectively as housing partners set out such a clear action plan to address California’s housing need.
This isn’t just about planning, it’s about holding each other accountable & getting the homes we need built. 8/8
📢TODAY: HCD’s Housing Accountability Unit sent a 2nd Notice of Potential Violation to the City of Huntington Beach, a day ahead of a proposed City Planning Commission vote to prohibit “builder’s remedy” projects. 🧵1/
HCD sent a letter Monday advising the city that adopting an ordinance to prohibit “Builder’s Remedy” applications—circumventing state law designed to ensure affordable housing gets built—would violate the Housing Accountability Act. 2/ hcd.ca.gov/sites/default/…
CA cities/counties R required to submit housing elements that address housing needs of residents at all income levels. Builder’s remedy prohibits jurisdictions w/o substantially compliant elements from using local zoning to block housing that meets certain affordability reqs. 3/
HCD will conduct a first-ever Housing Policy and Practice Review of San Francisco, aimed at identifying and removing barriers to approval and construction of new housing there.
The review comes after self-reported data showed that SF is the slowest jurisdiction in the state to move housing projects to construction. 2/
“We are deeply concerned about processes and political decision-making in San Francisco that delay and impede the creation of housing and want to understand why this is the case.” - @GVelasquez72 3/
