1) Before Russia’s Invasion of Ukraine, a Decade of Destabilization

How top U.S. officials played key roles in destabilizing Ukraine and damaging U.S.-Russia relations

2) Although Russian President Vladimir Putin is rightly deserving of blame, top U.S. officials over the past decade have played important roles in critical events that undermined U.S. relations with Russia and resulted in the destabilization of Ukraine.
3) The deterioration in our relations with Russia, in many ways started with President George W. Bush in 2008 when he dangled before Ukraine the promise of NATO membership during the Bucharest declaration.
4) Biden’s current CIA director, Bill Burns, had explicitly warned about the dangers posed by Ukraine gaining NATO membership:

“Ukrainian entry into NATO is the brightest of all redlines for the Russian elite (not just Putin).”
5) In Feb. 2014, a U.S.-supported coup installed a new government in Ukraine.

Arseniy Yatsenyuk, the candidate pushed forth by the United States, was installed as Ukraine’s prime minister, but would resign two years later amid corruption accusations.
6) In late 2015, Joe Biden began demanding the removal of Ukranian prosecutor Shokin, who had restarted the investigation into Burisma's Zlochevsky.

Biden later famously bragged that he had leveraged $1 billion in U.S. government loan guarantees to force Shokin’s removal.
7) Biden was later privately warned by Amos Hochstein, a U.S. Special Envoy, about Hunter’s association with a corrupt Oligarch.

Biden is said to have ignored the warnings.
8) Against this political backdrop, with Ukraine destabilized and Russia angered by a U.S.-backed coup, Hillary Clinton’s campaign made the fateful decision to accuse Russia of interfering in the 2016 presidential election for the purposes of helping then-candidate Donald Trump.
9) Clinton and her campaign’s politically driven accusations further impaired already-strained U.S.-Russia relations and the impact from her actions are being felt to this day.
10) Four years later, during the 2020 presidential election, the Biden campaign introduced its own claims that Russia was meddling in the election, again in order to assist Trump.

Biden chose to blame Russia for the emergence of his son’s hard drive.
11) Biden’s assertion was backed by a joint-statement from former IC officials that Hunter Biden’s laptop “has all the classic earmarks of a Russian information operation.”

As it turned out later, the Hunter emails were authentic and not a Russian plot.
12) Adding to an already tense geo-political situation, Biden held out NATO membership to Ukraine as recently as Dec. - as did SoS Blinken.

Defense Sec. Lloyd Austin went further, saying the door was open to Ukraine for NATO membership during an Oct. 2021, trip to Ukraine.
13) The overarching national security goal of the US should have centered around preventing Russia and China from forming further alliances.

Self-serving actions of top U.S. officials such as Clinton & Biden, undermined that goal.
14) With the outbreak of war in Ukraine and consequent total isolation of Russia from the West, that goal is no longer attainable.

The likely outcome is that Russia and China will grow even closer.

2) On July 28, 2016, Brennan briefed Obama that Clinton had approved a plan to tie Trump to Russian election interference “as a means of distracting the public from her use of a private email server.”
3) The very next day, on July 29, Sussmann, Elias, Steele and Fusion operatives met in Perkins' offices.

Steele learned of the Alfa allegations at this meeting.

Meanwhile, Baker was asked if this type of interaction with an outside counsel had ever occurred before. In response, Baker admitted that his interaction with Sussmann was singularly unique:

Mr. Baker: I that that’s correct. Sitting here today, that’s the only one I can remember
Sussmann was never interviewed by the FBI, which Baker also found surprising, noting:

“It is logical to me that we [the FBI] would go back and interview [Sussmann].”

Sussmann WAS interviewed by the House Permanent Select Committee on Intelligence on Dec. 18, 2017.
Meadows to Baker:

“Everything about this investigation seems to have been done in an abnormal way, the way that you have gotten the information, the way that Strzok got information, the way that Ohr was used, the way that Perkins Coie actually came in and gave you information.”

Durham also notes an email exchange re: the Alfa allegations involving former Perkins Coie attorney Marc Elias and three Clinton campaign officials: communications director Jennifer Palmieri, Clinton campaign manager Robbie Mook, and senior foreign policy advisor Jake Sullivan.
That email exchange w/Elias, Sullivan, Palmieri and Mook re: the now-disproven Alfa Bank allegations took place on Sep. 15, 2016, only four days before Sussmann took the Alfa information to the FBI.

Horowitz informed Durham that in March 2017 Sussmann told an OIG SAG that one of his clients had observed that a specific OIG employee’s computer was “seen publicly” in “Internet traffic” and was connecting to a Virtual Private Network in a foreign country.
3) At the time Horowitz provided this report to Durham on December 17, 2021, Horowitz represented to Durham & team that it had “no other file[s] or other documentation” relating to this cyber matter.

1) Based on Durham's new filing it seems Horowitz felt compelled to respond - perhaps because Durham's Jan 25th filing was so damaging.

"After reviewing the Special Counsel’s Office’s public filing, the DOJ Office of Inspector General (“OIG”) brought to our attention..."
2) Horowitz's response as detailed in Durham's new filing appears weak - and does not seem to be backed by much evidence.

3) Horowitz says OIG records show that Baker's two cell phones were "likely" discussed during a call on Feb. 12, 2018.

Durham says he does not remember either this call or the discussion of Baker's cell phones.

Note: OIG did not gain possession of phones until Feb 15, 2018.
