Jagmohan was nowhere in picture then. He was re-appointed appointed Governor on 20 Jan. Reached valley on 22 Jan. He tried to bring the situation under control, but by then it was too late.

In fact he was first appointed Governor by Indira Gandhi in 1984. He resigned in July 1989, and was asked by Rajiv to contest elections on Cong ticket,which he declined.
