Liebreich's evidence letter submitted for 2020 Investigation gave detailed explanation for how 2005-09 baseline was a 'fudge' & concluded "w/o decisive action, @MayorofLondon Vision Zero targets – which I was among those pushing for – seems highly unlikely to be achieved". 
ICYMI in addition to NOT publishing Liebreich's Letter, @CityHallLabour-led investigation didn't even mention his concerns about baseline in its Final Report. 2005-09 Baseline mentioned only ONCE when Committee RE-BROADCASTS dubious data to—🙀—PRAISE TfL! london.gov.uk/about-us/londo…
