According to the Bible, God builds out entire Realities. Then populates them with bits of Himself. The Ultra-Terrestrials would be the workers, watchers, administration staff & messengers.

They won't readily admit it unless you are perceived to be with them for a long time. Their identity and their origins and their beliefs are usually taboo.
