Who initiated that elite brainstorming session?
Wasn't Sussmann or Elias. They were just the middlemen.
Well, technically, the DNS files weren't retrieved directly by Joffe, but by his business partner, April Lorenzen ("Tea Leaves").

My guess is, the Spectrum Health-TOR exit node fairy tale was conjured up by "the Tea Leaves folks" sometime between late August 2016 and early September 2016.
