Moreover even proportion of the "element" found hints that there is not much scope to raise the top to match the top level of floor around, which would be needed for fountain.

So this system (or similar’s existence) must be proved to make the claim that the element found is actually a broken part of fountain to start with it.
Without passing this test it shouldn’t even be considered to discuss on other aspects of it being the fountain.
