Humbled to see the #DGA published in the EU’s OJ after a speed-run negotiation in Council and EP with a great team at @DataEcoEU. Let’s unpack the four key elements in a short thread
It is about re-using public sector data that cannot be made available as #opendata without clear usage restriction, because there are interests of others at stake, using technology that can bridge between data privacy and use. Check out @FindataFi or @HealthDataHub as ex. 2/6
It wants to reduce friction cost and enhance trust in voluntary data sharing by introducing novel data sharing intermediaries: look at @DawexData, @API_Agro or the @mydataorg operators or consider orchestrators of data spaces in the context of @gaiax_aisbl 3/6
It seeks to give a boost to data altruism (or data donation, if you can live with that term) by labelling novel data altruism organisations 4/6
And finally, a European governance structure for data economy matters, the European Data Innovation Board 5/6
Here focus on intermediary structures. Next: Data Act with a question on material rights to use data.
